Bleeding Billboards

I found the concept of this both disconcerting and interesting. The idea behind this is that, during heavy rains, drivers were not as careful as they could be and it was causing casualties. After implementation of the billboard, there were zero fatalities that year. My question is this, what if, on the days of the year that we have the most drunk drivers, we should implement billboards that “bleed” on our interstates cautioning against drunk driving, would they have a similar effect? Great if it worked with “rain” driving, but in my area, when we had a very interesting billboard, all it did was cause minor traffic incidents because people kept stopping(mid-road)to gawk at it.

Same here, the odd/crazy/interesting billboards caused people to jam on the their brakes to be able to read it.

Although I must admit, if I saw a bleeding billboard, I’d probably jam on my brakes to read it.

LOL, ok, so we might prevent drunk driving, but we’d create minor accidents due to rubbernecking?
