Bleeding Billboards

I found the concept of this both disconcerting and interesting. The idea behind this is that, during heavy rains, drivers were not as careful as they could be and it was causing casualties. After implementation of the billboard, there were zero fatalities that year. My question is this, what if, on the days of the year that we have the most drunk drivers, we should implement billboards that “bleed” on our interstates cautioning against drunk driving, would they have a similar effect? Life is like a game. We all have challenges, thoughts, opinions and beliefs.
